Avida Was Alerted

A letter to AVIDA was sent by the Association so as to alert its Management on the present security situation within the Laguna Blvd. In the reported incident that happened on Aug. 27, 2006 where one of our residents was the victims of the robbery/hold-up. The Board cited the tall cogon and grass that have remained uncut that shielded the robbers from the eyes of the passers-by and the absence of enough illumination in the area where the robbery happened are contributory factors to this incident.

It was emphasized that the four lamp posts installed along the access leading road to SJV III, which were even done upon the initiative and persistent effort of the SJV III Board of Directors, are inadequate. These lampposts were installed 2004 by AVIDA (formerly LPHI) while its electricity is tapped to the Guard house’s electric meter which the Association pays for it.

One Side Parking Permanently Adopted

The one-side parking scheme is now on its fourth month of implementation. Bulusan was the initial test area followed by Apo and Mari- veles Sts. The residents in general are receptive to this campaign. Some points, though, need to be improved in the implementation process.

The SJV III Board of Directors has decided to continue the implementation and adopt this system in other areas as the need arises. As of this time, the inventory of vehicles are more than the total number of parking slots of all occupied units. As the occupancy rate increases, the Board is looking into eventually regulating the number of vehicles that each unit will be allowed to park along the roads. Other areas lined-up for the implementation of the one-side parking are Sierra Madre in October, Cordillera in November and Taal in December

A BOOKWORM PEER-LOVER HOUSEWIFE AND MOTHER

Joy, as friends call her, is Maria Joy J. Quinal. Her family lives at 133 Cordillerra St. and presently employed as Clinical Research Manager of AstraZeneca Pharmaceuticals, Inc. She is married to Ted A. Quinal, and is a mother of three – Francis, Dorothy and Joshua.

Joy is a graduate of Bachelor of Science in Pharmacy from the University of San Carlos, Cebu City and gained merits and awards for academic and leadership excellence. She was an active member of the Student Body Council being the president and member of the parliament while in High School & College, respectively. Joy has been affiliated with various social and religious organizations and has been working with kids and grown-ups alike. She and her husband were coordinators for Kids’ for Christ of the Couples for Christ, and currently, she is the Vice President of the Philippine Clinical Research Professionals.

Joy envisions to contribute to the Association’s family-oriented activities that will strengthen family bonding and promote unity and camaraderie among neighbors by engaging children in fun and interactive activities and sponsoring parenting, household management and health related activities and seminars. Her academic achievements as well as her experiences in various organizations plus her commitment to serve are the best qualifications considered by the Board in choosing her as the 5th member to fill-in the vacant position.

Joy’s appointment is in accordance with Section V of the By-Laws of the Association which states that “In case of vacancy in the Board of Directors due to resignation, death or any other cause, the Board is empowered and authorized to designate from among the non-delinquent members of the Association, a director or directors who shall serve the unexpired term of the director or directors being replaced or until a successor shall have been elected and qualified.” Incidentally, Joy was one of the candidates during the election February, 2006 election and garnered the 5th highest votes.

BSCT TURNS 3 AT SJV III

For three years now, the blood sugar and cholesterol testing (BSCT) has been an annual activity undertaken by the HOA for the community.

The first blood sugar and cholesterol testing was done on May 1, 2004 which was the first activity undertaken by the newly assumed Board of Directors of SJV III. 44 participated the first BSCT health program of the Village. There was a follow-up of the same tests on September 11, 2004.

On July 17, 2005, the third BSCT took place which was backed-up with a lecture-seminar on how to control cholesterol and blood sugar level given by Dr. Eduardo R. Alcantara, a cardiologist affiliated with Therapharma and a practitioner at St. James Hospital.

This year’s BSCT was held last August 12, 2006 with Bjorn Javier and Monette Yatco as the attending Medical Technologists. Residents started queue up early, even before 7:00 AM. With 66 participating residents who were mostly the same recipients of the BSCT, the tests turned-out very smoothly and was completed quickly in one and a half hours.

PLDT’S WORK PERMIT APPROVED

SJV III Homeowners Association, through its President Andy de la Cruz, had recently signed PLDT’S Application for Right of Way/Work Permit. This is in line with PLDT’s expansion/maintenance programs in order to make the delivery, installation and repair of the telecommunications services available to the community.

The permit will cover the following works a) excavation and installation of AG cabinet ; b) set PLDT poles, install anchor/sidewalk guys and install/splice aerial fiber/copper cable facilities inside the Village; and, c) egress and ingress within the Village premises for the purpose of undertaking, maintenance, repair, replacement, removal and expansion of PLDT’s equipment and facilities as well as other related activities.

With the signing of this work permit, we can be assured that the provision of PLDT lines for each interested subscriber is a development that we can look forward to in 2007.

SJV 3 Supported Health and Educational Affairs

Clifford led the children as they went on parade within the Village that signaled the start of the Book Fair. <br />
The Socio-Cultural and Sports Committee, headed by Dir. Rommel Santos, has recently sponsored three important activities during the past five weeks: 1) FUMIGATION by Barangay Binan, 2) BLOOD SUGAR & CHOLESTEROL TESTING by Therapharma of Unilab and, 3) BOOK FAIR by Groliers Encylopedia.

The fumigation activity was sponsored by Barangay Binan through the efforts of Capt. Cuyom. The activity on Sept. 18, 2006 was undertaken smoothly. This is a project extended to all villages in Binan. The Barangay has acquired six (6) sets of fumigation equipment that are being used for this purpose.

This year’s cholesterol testing was done last August 12, 2006. Health conscious residents went to the Clubhouse even earlier than the arrival of Med Techs from Therapharma Inc.This was participated by 69 residents. The activity started at 7:00 a.m. and was completed by as 9:30 a.m.

Groliers Encyclopedia sponsored a Book Fair at the Clubhouse of SJV III last August 26, 2006. The day was filled with fun! The activity started at 8:30 a.m., with 79 children-residents going on parade led by Clifford, Grolier’s big red dog mascot. This was followed with singing, dancing and story telling at the Clubhouse. The affair was highlighted by its Learning Festival Coloring Contest among the participating children. Three of the children top this activity as follows: Cody Manlapaz (Blk 4 Lot 14) as first, Anton Santiago (Blk 7 Lot 4), second and Margarita Fortugaleza (Blk 14 Lot 18) as third. Candies were given to all the kids. Scholastic and reading books from Groliers were also displayed for interested parents who might want to avail of the promotional packages from the company. The fair ended at 5:30 p.m.

San Jose Village III Homeowners Association joined the federation of Biñan, Santa Rosa and Silang Village Association, Inc. (FBSRSVAI). The Federation is composed of 11 Village Association from three municipalities/cities with its business office at Ayala Westgroove Heights Village, Brgy. Inchican, Silang, Cavite.

The Federation was organized as umbrella organization for the purpose of improving and uplifting the living environment of these communities through the concerted efforts, mutual cooperation, understanding, and coordination among themselves and to act as the centralized representative body in various internal and external activities. Sponsored by and in coordination with the local governments in dealing with all material issues and concerns affecting housing subdivision and the common associations’ request.

VHF/UHF Radio Issued by the Barangay

San Jose Village III Homeowners Association is one of the recipients of the radio equipment issued by the Barangay Biñan last June 17, 2006 at the barangay hall. The other villages which also received the VHF/UHF radios are SJV II, SJV I-3B and 4C.

The radio equipment is aimed to attain a faster and easier way of communication which is an important tool in maintaining peace and order within the vicinity. Direct communication with the barangay, police, ambulance, and to the neighboring villages is now possible. The barangay and the police will have an easier way of monitoring the peace and order situation in the villages and can respond more timely to emergency situations.

The head of Security team, OIC Jannifer Doctor and his assistant S/G Lloyd Ramirez are the custodians of this equipment.

SJV III Senior Won Cage Game

SJV III Super Seniors was declared champion in the 2006 Inter-Village Basketball and Volleyball tournament sponsored by the San Jose Village II Homeowners Association and Hon. Alexis Desuasido, former Vice Mayor of Biñan. Our own volleyball team was also declared the 1st runner-up in its category.

SJV III Super Seniors won the championship over SJV II while our volleyball team placed 1st runner-up to SJV II. We commend our homeowners-players for their unified effort to be on top during the ball games. We commend all our team coaches Reingel Pelaez for the Mosquito and Midgets Division, Louie Biraogo for the Open Seniors, Jess Leyson/Abel Madarang for the Volleyball and Mr. Madarang for the Super Seniors.

The players of the Basketball Super Seniors are Abel, Albert, Jess, Jing, Louie, Paul, Rey, Rommel, Ronnie, Roy, Rodolf, and Ted. The volleyball team players are Alexandra, Eunice, Jemivel, Kat, Katherine and Therry. The midgets team players are Daniel, Gerard, Jennel, Jenzen, Joseph, Jonathan, Junel, Karl, Kenneth, Kevin and Ogie.

We also congratulate the rest of the teams that participated in the tournament. SJV III was also a recipient of a certificate issued by the SJV II HOA in recognition on our commitment and participation in this tournament held between April 29 to June 4, 2006. The certificate was signed by Mr. Anthony Navarro, Ms. Lily Hope R. Mendoza and former vice mayor Echit Desuasido as tournament director, Pres of SJV II HOA and major sponsor, respectively.

Andy Re-Elected President Rommel Elected Vice President

Andy was re-elected President while Rommel as Vice President of the SJV III HOA by the Board of Directors in its meeting last June 24, 2006 after it accepted the resignation filed by the then President elect Ronnie Manlapaz. Ronnie resigned as President and member of the board on June 14, 2006 due to his decision to concentrate in his post-graduate studies.

The Board acknowledging Ronnie’s need and priorities, accepted his resignation with regrets.

Meanwhile, the Board of Directors is presently evaluating the credentials and qualification of the homeowners who can be appointed to fill-in the position of the 5th member which was vacated by Ronnie.

    The Election for the Directors of the Association with a two-year term was held on Saturday, February 25, 2006 from 9:00 a.m. until 2:00 p.m.

    A total of 191 ballots were cast out of 366 qualified voters.

    The results are the following:

    ELECTION RULES AND GUIDELINES

    1. DATE OF ELECTION : February 25, 2006

    2. VENUE : SJV III CLUBHOUSE

    3. TIME : 9:00a.m. – 2:00 p.m.

    2:00p.m.– 3:00p.m.– canvassing of Votes

    4. NUMBER OF DIRECTORS TO BE ELECTED: FOUR (4)

    5. Timetable of Events (Election)

    5.1 Distribution of Nomination Forms and Proxy Forms to individual Homeowners / Lot Owners started on January 18,2006.

    5.2 Period of Filing of Nominations:

    Jan. 31, 2006 - Submission of nominations

    Feb. 11, 2006 - Evaluation of nominees (must be a member in good standing and nominating person must also be a member in good standing)

    Feb. 17, 2006 - Submission of personal data, 2pcs. 2x2 colored pictures, plans and objectives for the association of the candidates

    5.3 Feb. 20, 2006 - Release/posting of official candidates at the clubhouse and guardhouse of SJV III.

    5.4 Submission of Proxy Forms to the Secretariat will not be later than 5:00p.m., February 20, 2006.

    5.5 Summary of validated proxies and official list of Voters will be posted at the bulletin board on February 23, 2006 at 6:00 p.m.

    6 Qualifications of Nominees

    6.1 Members of the Association who are not delinquent in the payment of their association dues and assessments;

    6.1. Members who are residents of San Jose Village III .

    6.2 Members who have no existing violation in relation to the Association’s By-laws, Deed of Restrictions, General Policies and other rules and regulations promulgated by the Board of Directors.

    6.3 As provided for in the By-Laws, the four (4) out-going Directors, Messrs. Andy dela Cruz, Ronnie E. Manlapaz, Atty. Wilfredo M. Garrido and Ms. Carol Tan- Santos can still be nominated and elected the second consecutive term.

    7 Qualification of Nominating Parties

    7.1 Members of the Association who are not delinquent in the payment of their association dues and assessments;

    7.2 Members who have no existing violation in relation to the Association’s By-laws, Deed of Restrictions, General policies and other rules and regulations promulgated by the Board of Directors.

    7.3. Tenants/lessees may be allowed to vote if he or she is a long term lessee or one with a written contract of lease for one year or more.

    7.4. Tenants/lessees have written designation executed by the owner of the property lots that are being leased to represent the said homeowner, and filed with the Corporate Secretary of San Jose Village III HO..

    8 Qualifications of Voters

    8.1 All members in good standing (homeowners/lot owners) of San Jose Village III Homeowners Association are qualified voters. In case of a corporation member, a Board Resolution authorizing a particular company representative is needed. A Corporate ID and duly authorized letter signed by the company is required.

    8.2 Proxy is allowed provided the same is in writing, dated and signed by the member (homeowner) in the form provided and submitted through the Secretariat to be certified by the ELECTION COMMITTEE. Any person can be a proxy provided he is of legal age.

    9 Each member (homeowner/owner) shall be entitled to one vote per lot or property owned.

    9.1 LPHI one vote per lot

    9.2 Lot Owner/Homeowner one vote per lot

    9.3. Corporation one vote per lot

    9.4 Conjugal Property (Spouses) one vote per lot

    Voters are required to present valid identification verifiable by any of the following:

    1. Driver’s License

    2. Passport

    3. PRC Card

    4. Company/Student ID

    5. SSS or any government-issued IDs with picture

    10 Each nominee for the Board of Directors must garner at least five (5) nominations from qualified nominating parties to qualify as an Official Candidate. The nominations should be checked by the members of the Election Committee. These nominations are to be submitted to the Secretariat.

    11 All official candidates are required to submit through the Secretariat their curriculum vitae, 2pcs. 2X2 colored pictures and operational plans / objectives for the Association. The curriculum vitae and operational plan signed by the members of the ELECTION COMMITTEE are the ones that will be reproduced for distribution. The cost of reproduction will be shouldered by the candidates.

    12 Upon posting of the official candidates list, homeowner may complain and question in writing the validity of the items posted, to be submitted to the secretariat. The allowable time frame to hear such complaint is one (1) week after the actual posting. Resolutions will be handled by the members of the ELECTION COMMITTEE (ruling on majority votes).

    13 The Official Ballots are pre-numbered (control number). The control number signifies the actual number of qualified voters from the official voters list posted. No other forms of identification will be attached or imprinted on the said official ballot. The main purpose of this is to safeguard the integrity of each cast vote as well as each home-owner’s privacy to vote. To simplify, the total number of pre-numbered official ballots is equal to the total number of qualified voters screened by the members of the ELECTION COMMITTEE.

    14 Each Official Ballot should bear the signatures of at least two members of the ELECTION COMMITTEE. Signing the official ballot by the members of the ELECTION COMMITTEE will be done on the day of election. Signatures are to be affixed at the back of the official ballot, signature lines to be provided. These ballots will be produced by the Secretariat, to be checked by ELECTION COMMITTEE.

    15 The only campaign material required is the curriculum vitae and operational plan. No posters/banners/streamers are allowed. Each candidate is required to submit a copy of his/her material to the ELECTION COMMITTEE.

    16 The ELECTION COMMITTEE shall have the authority to decide and adopt among themselves the internal rules which will govern their actions, decisions, orders and manner of conduct of their operations, subject only to the requirement that such rules shall be in writing and members were duly informed.

    NOTICE OF ANNUAL MEETING
    ELECTION OF THE BOARD OF DIRECTORS

    Pursuant to Section 1 Articles IV of the By-Laws of the SAN JOSE VILLAGE III HOMEOWNERS ASOCIATION, notice is hereby given that the annual meeting of the mebers of the Association and the election of the four members of the Board of Directors for SJVIII year 2006-2008 originally set on December 3, 2005 has been rescheduled to February 25, 2006 starting at 9:00 a.m. at the San Jose Village III Clubhouse, Mayon St. , Bo. Biñan, Biñan, Laguna.

    Further to Section 1 Article IV provides that the Board of Directors, for good cause, may change the date, time and place of the annual meeting provided that a written notice is given to the members. The Board decided to defer the scheduled meeting to february due to the following causes:

      1. The end of the first term of office of the four (4) members of the Board, Messrs. Andy de la Cruz, Ronnie Manlapaz, Atty. Wilfredo M. Garrido and Ms. Carol Tan-Santos is on December 2005

      2. The calendar year ends December 31, 2005 which will be the basis of the year-end audited financial report that will be submitted to the members for the second year of the operation for the year 2005

      3. The month of December is a very busy month for the homeowners to find time to meaningfully engage in this important activity;


    During the same annual meeting of the hoemowners, we will be submitting to the body a proposed amendments in the By-laws which was prompted by the recommendation from the HOUSING AND LAND USE REGULATORY BOARD (HLURB) to simplify the electoral process. Attached (Annex A) is the proposed TRANSITORY PROVISION and amendment to ARTICLE IV - MEETING OF MEMBERS.

    Attached likewise, is a Nomination Form for you to fill-in four (4) names of members in good standing. The names of the nominees will be forwarded to the Election Committee that will evaluate if the nominated member can qualify for the election. A proxy form is also enclosed for you to accomplish in the event that you cannot attend the 3rd election and annual meeting of the Board. Please submit the Nomination and Proxy Forms to the Administration Office at the Clubhouse or you may send it to us by mail of fax (633-8536 and 815-0969) not later than January 31, 2006.

    January Activities

    A. CAR STICKERS

    2006 car stickers are now available at the Administration Office. The following are the requirements:

      1. Photocopy of the certificate of registration (COR) fro newly acquired vehicles and old vehicles with no COR in the office file.

      2. Photocopy of current/latest official receipt of registration.

      3. Registration fee of P100.00

      4. Updated in the payment of the association dues until the last month preceding the applicable month that you will secure your 2006 car sticker. (i.e. those securing sticker in January, 2006 should have updated dues until December, 2005)


    The SJV III car sticker are also extended to guests and other motorist at a price of P100.00 but their application should be endorsed by a member who is in good standing. Please secure the 2006 car sticker until February 28, 2006.

    B. ANTI-RABIES VACCINATION


    In cooperation with the Barangay Biñan through Capt. Alfredo Coyum, free anti-rabies vaccination campaign is scheduled on January 20, 2006, from 9:00 a.m. - 12:00 noon. For those who want to avail of this program , please visit the Administration Office to fill-in the DOG REGISTRATION FORM not later than January 18, 2006.

    Homeowners and residents who will not avail of this program are requested to accomplish the Dog Registration Form to update the Village canine census. We need the information as a guide in re-evaluating the existing rules and regualtionsconcerning the care of dogs in the village.

    C. TELEPHONE FACILITIES BY PLDT


    We are pleased to inform you that while the petition of PLDT with NTC to provide the basic telephone services and high-speed internet at SJV III, PLDT has started its initial engineering survey. This is based on the latest report of VP Ronnie Manlapaz who has also tasked by the BoD to work-on this basic and very important facility that we all need.

    D. SOLID WASTE MANAGEMENT PROGRAM

    Seminar on the Solid Waste Management program is scheduled on January 28, 2006 at 3:30 p.m. Everybody is encouraged to attend, especially the household helpers. This is part of the Village campaign to reduce our garbage, and in support of the national campaign to enforce garbage segregation.

    E. ASSOCIATION DUES

    Deadline for the payment of association dues for the year 2006 is until february 28, 2006. Payment beyond this date will be subjected to penalty charges based on 24% per annum. Likewise dues paid within January (whether annually, semi-annually, quarterly or monthly) will be granted a 5% discount.
