Dear Fellow Homeowners and Villagers,

Time to relax dine and sing your heart out as we get together for a Family Christmas Night on December 20, 2008. This Christmas community get-together will be an experience different from the past as we will gather on the nostalgia of the seventies in the middle of a well-lighted oval park.

To make our party livelier and bring home memories to our young the history of our music, art and fashion, everybody is enjoined to be in the 70's outlook like John Travolta and Annie Batungbakal and sing and dance with the music of swing and salsa. The Socio-Cultural Committee is coming up with special awards fot the outstanding male and female of the night. And the night main attraction would be the lighting of the 10-feet ECO CHRISTMAS TREE that would be build through everybody's concerted efforts to donate empty bottles of mineral water to the clubhouse.

Ticket cost P150.00 per head or P500.00 for a family of four (4) which can buy from the designated members of the Christmas Party Committee 2008. The amount of the ticket basically goes to the cost of food. Other expenses for this activity shall be subsidized by the Association.

We are all excited to have this "Family Christmas Night" come December 20. We love to have everyone around! See you then.

A. SAN JOSE VILLAGE III TALENT CLUB
The past four years much attention was given to the Sports. This time, the Association would want to recognize the God-given gifts on arts, music and writing especially among our children. Your Association would want to serve as a vehicle to nurture and develop these gifts toward sharing to the community.
We are extending our invitation to you especially to your young to join and participate in this proposed clubs. For those interested, application forms are available at the clubhouse. We will appoint interim youth leaders to start-up these pilot groups.
B. RESIDENTS INFORMATION SHEET (RIS)
We would like to reiterate the submission of RIS tot he Administration Office or to the Gate Security. Data on RIS is very important as this will be association's basic information for the following:
  1. Data for the Board to paln its future projects for the community
  2. Data as base information for the financial forecast to address the required services for the community
C. GARAGE SALE AND DONATION
We approach the end of the year, its about time to clean-up closets and cabinets. Convert the idle and stored stuff into cash or those that cannot be sold but are still usable, you can donatethem to those who are in need.

E. TABLE TENNIS
An added sports equipment in the Village is the full-size table tennis courtesy of the Brgy. Binan through Hons. Brgy. Capt. Joel Aviso and SK Chairman Jem Leyson. The request for the table tennis was initiated by the old Board through the efforts of Dir. Rommel Santos of the Sport Committee.
Just visit the clubhouse and register with Administration personnel the date and time you would reserve it. Please bring your own rackets and balls.

Resignations and New Directors

Fellow homeowners:

In the advent of the unexpected migration of the families of the two elected members of the Board Mmmes Veronica A. Jimenea and Marie Joy J. Quinal, the board has no recourse but to accept their resignation. To complete the seats that are now vacant, the Board has applied the provision of Article V.I. of the SJV III Homeowners Association's By-laws which provides:

"in case of vacancy in the Board of Directors due to resignation, death or any other cause, the Board is empowered and authorized to designate from among the non-delinquent members of the Association, a director or directors who shall serve the unexpired term of the director or directors being replaced or until a successor shall have been elected and qualified."
Considering such development, the Board has appointed Ms. Susan Leng-ay Blanco as Directress, Vice President and Chair of the Socio-Cultural Committee replacing Ms. Joy Quinal and Mr. Abel E. Madarang as Director and Treasurer replacing Ms. Veronica Jimenea, both shall serve the unexpired term until February, 2010 or until their successor(s) shall have been elected and qualified.

Consequently, the Association is inviting homeowners and resident who have the time and talent to share with the community to participate in the various committees such as: SPOC (Security, Peace and Order Committee), IVAC (Infrastructure Village and Aesthetic Committee), MSEC (Maintenace, Sanitation and Environmental Committee), Committee on Rules, Committee on Sports and Committee on Socio-Cultural Affairs.

We value your participation so we can collectively undertake the plans and objectives of the new Board with our predecessors - all for the good of the community, preservation of the village and appreciation of our investment. For those Interested, you may approach any of the officers of the Association or our Corporate Secretary so we can include your anme in the list.

DIRECTORS'  CERTIFICATE


WE, the members of the board of directors of SAN JOSE VILLAGE III HOMEOWNERS' ASSOCIATION, in the meeting of the Board of Directors held on August 19, 2008 at the Clubhouse, during which a quorom was present and acting throughout, the following measure was adopted by the unanimous vote of the members of the Board so as to make the Village road safe to homeowners and tenants alike:


BOARD RESOLUTION 07-S-2008 20KPH FULL COMPLIANCE
   "WHEREAS, the Board has passed a resulotion 03-s-2007 on November 17, 2007, encouraging all homeowners to observe full compliance to the 20-kph rule and posted 20-kph signage in strategic locations within the Village;


   "WHEREAS, the 20-kph signage were relocated in the middle of the road in December, 2007 because of the continued non-observance of the 20-kph rule by a significant number of motorists inside the village;


   "WHEREAS, observation were made that while most of the homeowners complied with the 20-kph rule as mandated in the signage in the middle of the road, there are still a few homeowners/motorist who to continue to ignore the 20-kph whiel driving inside the village,


   "NOW THEREFORE, RESOLVED AS IT IS HEREBY RESOLVED, that effective immediately, the following rule shall be enforced by the Seciruty and Administration office against homeowners and/or motorist who will not comply with the 20-kph and are over-speeding while driving inside the village:


      1. FIRST OFFENSE       Verbal reminder and issuance of the Reminder  on the Village Rules (RVR) to be issued by the Security Guard;


      2. SECOND OFFENSE   Village Reminder to be issued by the Village Manager with BAN WARNING


      3. THIRD OFFENSE    BAN OF THE VEHICLE FROM ENTRY INSIDE THE VILLAGE to be issued by the Board of Directors.


"RESOLVE FINALLY, that copy of this resolution be circulated to all homeowners for their information and guidance."

Solid Waste Management Seminar

A follow-up to the circular dated July 12, 2008, we are pleased to announce the schedule of the SOLID WASTE MANAGEMENT SEMINAR on the following dates:

   AUGUST 16 AND 23 (SATURDAYS) FROM 3:00 - 5:00 PM AT THE CLUBHOUSE

The SOLID WASTE MANAGEMENT PROGRAM is a national campaign aimed to educate us in theproper disposal of our garbage under R.A. 9003. The Association has supported this since 2006 and came out advantageous for the association as the cost of garbage hauling is maintained at the same amount as it was in 2004. The average expense of the village for garbage hauling was estimated at P150,000.00 in 2004 with initial number of 150 residents. Now that the occupancy of the Village has increased to 350, the Administration is proud to inform you that the cost of garbage expense reamins at the same level. This is a good indicationthat SWM project is partly working in our community.

The Village has already adopted three (3) measures that contributed to the success of the campaign, namely:

1. DAILY COLLECTION OF BIO-WASTE by our utility staff while in his pedicab from Mondays - Saturdays (MWF at Q 1 and 3 and TTHS at Q 2 and 4).

2. MADE ARRANGEMENT WITH DANNY'S JUNKSHOP every 1st and 3rd Saturday and/or Sunday to go around the Village and convert recyclable garbage into cash.

3. COLLECTION OF RESIDUAL WASTE every Monday by the local government (LGU) and every Thursday by the private contractor - Dynahaul. IDEALLY, ONLY THE RESIDUAL GARBAGE SHOULD BE DISPOSED DURING THESE DAYS!

While the old board has initiated these good projects, it is sad to note that only a small percentage of the homeowners do participate. Just for instance for the bio-waste, only 20% is supporting it. This time, we want to give special credit and recognition to the efforts of concerned homeowners who continously participate in this campaign.

From the records, regular supporters are homeowners and residents whose name and address are enumerated in the attached list*. For those hoemowners of the above property lot, MOTHER EARTH IS PROUD OF YOU! And for those who have not joined us, it is not too late TO SAVE THE PLANET EARTH FOR OUR CHILDREN AND THE NEXT GENERATION TO COME!

Thus we reiterate our invitation for you to attend the orientation on the SWMP and require all household helpers to be present. The attendance of your helpers is a must as this is pre-requisite to the issuance of the Household ID (HHID) and Household Helpers Pass (HHP)

One-way traffic scheme will be adopted on Monday (July 28, 2009) from 9:00a.m. to 5:00p.m. to give way to the installation of new boom at the entrnace gate at Apo street.

For Commuters

Public hearing on regulations, policies and other issues/concerns regarding tricylce operations on Saturday July 26, 2008 at 2:00p.m. at the Barangay Hall Biñan, Biñan Laguna.

Those who are interested and have specific concern on this are encouraged to attend.

Fumigation

Be informed that the scheduled fumigation in the Village will be on July 30, 2008 (Wednesday) considering that this is a coordinated project with the Barangay, we cannot give you the specific time. Just be ready!

Residents who are sensitive to chemical/insecticides are advised to do preventive measures; avoid hanging clothes outside on that day; secure your water which are stored outside of your house and undertake other preventive measures that would affect the health condition of your household.

Security Notice for Household Helpers

Dear homeowners :

The recent incidents and security reports concern several issues among the household helpers. The Administration Office seeks to address this issue by effecting Section 8.4 and 8.5 of the Village Rules concerning the registration of all household helpers and requiring them to secure the necessary HOUSEHOLD HELPERS ID (HHID)(GREEN IDs) as well as the HOUSEHOLD HELPERS PASS (HHP)(ORANGE IDs).

Below are the important provisions of the rules for your information and appreciation,
viz:

8.4.3 The HHID must be left with the gate guard together with the HHP everytime a household helper or driver leaves the premises unaccompanied by his or her employer.


8.5.2 The HHP shall be the responsibility of each homeowner. This shall serve as the authorization in allowing the household helpers and drivers to leave the Village with their permission.


8.5.3 The HHP shall be surrendered by the household helper and/or driver to the Gate Guard with their HHID before leaving the Village and the same shall be returned to them when they get back.


8.5.5 The HHP will not be required if the household helper or driver is leaving the Village together with their employer/homeowner or when their employer/homeowner submit to the office a WRITTEN WAIVER (ready form available at the Office) indicating that their household helpers and drivers are not to be covered by this security measure.


8.5.6 Homeowners/residents/employers must keep the HHP secured at all times as this pass carries their authorization.

If you have a new and unregistered helpers who have not been issued the GREEN IDs and you are not in possesion yet of the ORANGE PASS, please visit the Administration Office to accomplish the forms as pre-requisite. Helpers should submit 2pcs. of 1 x1 ID picture. Each ID, already laminated, cost P50.00. Additional P75.00 will be collected if your helpers do not have pictures which the Office can provide in order to relieve them from going to the photo shop for the purpose.

Prior to the issuance of the GREEN IDs, all housekeepers will be required to attend a seminar on SOLID WASTE MANAGEMENT, the schedule of which will be announced later. (held usually on a Saturday for 1-2 hours). While we expect some inconvenience on the part of every homeowner for complying the above requirements (though can be waived) its intention and end purpose is immesureable and long term. Please never hesitate to seek clarifications if there are any.

Garbage collection by Dynahaul (private contractors) will do its hauling on Saturday (July 12).The change in ths schedule will apply only for this week due to the delay/change in the collection of garbage by the LGU which was completed only last Wednesday (July 9, 2008).

DETOUR PORTION OF MAYON ST. (between Cordillera and Sierra Madre St.) from JULY 9 to 20, 2008.

Repair works of the leaking pipe by AVIDA Waterworks through its contractor, A.C.. Lazaga from July 9 to 13, 2008. We have allowed the contractor to work on Sunday (July 13) purposely for the backfilling and restoration of the pavement. Curing of the concrete is from July 14 to 20.

Minor leak repairs are also scheduled in different areas which will be done by the maintenance crew of AVIDA in the next two weeks. Please report to the Administration Office other leaks that you may observed in your respective areas so we can include them in the list for repair works.

Maintaining Peace and Quiet Inside the Village

Dear Co-villagers :

It has been observed that starting late last year our peaceful community has been invaded by a number of motorcycles with modified mufflers that create excessive noise causing vexation to us who value tranquility of surroundings. The owners of the subject motorcycles had been advised and reminded time and again by both our guards and admin staff to take the necessary steps to eliminate the disturbing noise that their vehicle creates. Five responded and complied. The BoD and admin staff wishes to thank them for their understanding and cooperation. Unfortunately, there are remaining eight (8) residents who continue to ignore and defy the advisory and reminders.

In response therefore to this continued defiance of there residents, the Board of Directors in its November 17, 2007 meeting has resolved that effective February 15, 2008 all vehicles (motorcycles, tricycles, cars, jeepneys) producing disturbing noise shall be DENIED ENTRY to the village.

A separate communication shall be issued to the Tricycle Operators and Drivers Association (TODA) servicing our village regarding this policy. We advise the commuting resident to bear this policy in mind when choosing a tricycle unit to bring them inside the village.

It would be best also that we advise our visitors ahead of time about this policy to ensure that their visit become smooth and enjoyable.

Let us all be one in working towards a peaceful and tranquil San Jose Village III.
